Official USCG Answer & Rule Citation

Correct Answer: Option B — A fishing vessel that is not making way

Rule 26(b)(ii) and 26(c)(ii) specify that a vessel engaged in fishing, whether trawling or otherwise, shall only exhibit sidelights and a stern light when making way through the water. When not making way, these lights must be extinguished to indicate her lack of movement.
