Understanding MEO Examination Levels
The Directorate General of Shipping (DG Shipping, India) administers marine engineering competency examinations in accordance with the IMO STCW 78/2010 Convention.
MEO Class IV (Operational Level)
STCW Reg. III/1 — Watchkeeping Engineer
- Target Candidate: Junior Engineer, Trainee Marine Engineer, or Cadet completing requisite sea time and Training Record Book (TAR).
- Exam Papers: 4 written subjects (MEKG, MEKM, MEP, MET) + Oral exams.
- Passing Criteria: 50% marks in each written subject.
- Focus Areas: Safe watchkeeping, operation, fault finding, emergency response, and routine shipboard machinery maintenance.
MEO Class II (Management Level)
STCW Reg. III/2 — Second Engineer Officer
- Target Candidate: Certified watchkeeping marine engineers (4th / 3rd Engineer) with 12–18 months approved sea service.
- Exam Papers: 4 written subjects (MEKG, MEKM, MEP, MET) + Oral exams + Advanced Simulator & Safety courses.
- Passing Criteria: 50% marks in each written subject.
- Focus Areas: Management-level engineering decisions, machinery overhaul, surveys, regulatory compliance (MARPOL/SOLAS), and leadership.
