Correct Answer: Option A — You must keep out of the way of the other vessel.

Rule 12(a)(ii) applies here. Since you are meeting another sailing vessel, the vessel with the wind on the port side must keep out of the way. Because your apparent wind is on the port beam, you are the give-way vessel and must maneuver to avoid the other vessel.
