Correct Answer: Option A — Your vessel is the give-way vessel in a crossing situation.

Rule 3(a) defines a vessel underway as not at anchor, made fast to the shore, or aground. If you are simply stopped in the water, you are still a power-driven vessel underway. Therefore, you must follow the standard crossing rules (Rule 15) and give way to the vessel on your starboard.
