Correct Answer: Option D — Your vessel is the give-way vessel in a crossing situation.

Rule 15 applies to power-driven vessels crossing. Even if your vessel is stopped and making no way, you are still a power-driven vessel under Rule 3. Unless you are restricted in your ability to maneuver or not under command, you remain the give-way vessel in a crossing situation.
