Correct Answer: Option C — Both vessels should sound two short blasts.

33 CFR 83.34(a) (Inland Rule 34) applies to power-driven vessels in sight of one another. In a narrow channel, if vessels are positioned to pass starboard-to-starboard, both vessels must sound two short blasts to indicate their agreement to the maneuver and their intent to maintain their respective courses.
