33 CFR 83.34(d) (Inland Rule 34) dictates that if a vessel fails to understand the intentions of another, or is in doubt whether sufficient action is being taken to avoid collision, she must immediately indicate such doubt by sounding the danger signal of at least five short and rapid blasts on the whistle.
