33 CFR 83.34(a) (Inland Rule 34) requires that when vessels are in sight of one another, they must signal their intended maneuvers. If vessel B sounds two short blasts, they are proposing a starboard-to-starboard passing. If you are in agreement, you must sound two short blasts in return.
