Correct Answer: Option A — The vessels should continue on course and pass without sounding any whistle signals.

Rule 34(a) states that whistle signals are only required when vessels are in sight of one another and are maneuvering to pass. If vessels are meeting on a river and will pass safely without maneuvering, no whistle signals are required under the International Rules of the Road.
