USCG NMC Regulatory Explanation
Marine cargo winches employ fail-safe spring-set, electrically-released band or disc brakes. The solenoid coil holds the brake open against heavy springs while energized; if the coil burns out or power is lost, spring force instantly clamps the brake shut to prevent dropped loads.
